"Broadband" redefined?

Sure sure, everybody loves more speed and more capacity. That’s nice. But if we raise the threshold of what we call broadband, what are going to call faster-than-dialup-but-slower-than-broadband services? It seems sort of arbitrary and silly, to me. I mean, what’s all this supposed to accomplish? Yeah, you bring more access to low profit areas. Ok, great. We already have that through satellite internet, don’t we? Seems like much ado about nothing, to me.
