1984 finds England?

Slashdot link to fascinating story…I wonder, though: are those cameras exclusively in place around the metropolises? As in, could this conceivably drive an increased migration to suburbs/lowered migration to the city? Or will it simply alter behavior within the cities?

Or, as is probably the case with Americans, will behavior alter such that everyone tries to get caught on camera doing silly things, with the anticipation of getting on the local news or a TV highlight reality show that is the inevitable conclusion of this ridiculous process…
